Waivers
Utah operates Medicaid managed care under the Utah's Medicaid Reform 1115 Demonstration, a Section 1115 demonstration waiver. Utah's umbrella Section 1115 demonstration, originally approved February 2002 and implemented July 1, 2002; the current approval period runs through June 30, 2027 (a 2027-2032 renewal was in progress as of this review). The demonstration currently authorizes Utah's ACA Medicaid Adult Expansion population (adults age 19-64 up to ~138% FPL, following a partial expansion that ran April 2019-December 2019 before CMS approved full expansion effective January 1, 2020), plus non-traditional benefit packages, targeted adult dental benefits, and other populations/benefits not otherwise allowable under the state plan.
