The gap is consistent with Florida's large post-pandemic 'unwinding' enrollment decline between mid-2024 and mid-2026 (healthinsurance.org separately reports nearly 1.9 million disenrolled during the 2023-2024 redetermination period, and 3,648,091 enrolled as of October 2025), not a data error. Reported as a range rather than a single false-precision number.

Waivers
